The national audit included a search for key out-of-home care documents produced by federal, state and territory governments and non-government child welfare service organisations. While these documents do not generally report on research efforts, they do provide important descriptive data about the child welfare population and child welfare services and are a useful supplementary source of data for the national audit. It is rare to find all of these reports listed in one place. By bringing them together, this audit also provides a vital set of references for future researchers and commentators on child welfare matters. What emerges is a set of common themes that run across the ten-year period 1995-2004 ; , and that are shared by all States and Territories. One overall theme gained particular attention, and this was a concern with service system failures and restructuring, supply and demand issues, and inquiries into critical incidents and reviews of service arrangements. Other themes included: foster care recruitment and retention funding and costing models of foster care alternative care including kinship care prevention of re-entry into care accreditation and standards for out-of-home care services long-term outcomes for children and young people especially education outcomes for children and young people after leaving care over-representation of Indigenous children in the out-of-home care system.
