In my opinion, Congress now needs to pass a bill recognizing the importance immigrants play in our economy. Furthermore, on a moral and ethical basis, the law should also legalize humanitarian aid given in order to prevent a person's death, even that of an undocumented migrant. n.

Intangible assets arising under US GAAP purchase accounting requirements are amortised over their estimated remaining useful lives. These lives vary from 3 to 20 years with the average amortisation period being 17 years. Under US GAAP, the fair value of IPR&D assets has been expensed immediately in the income statement. The amounts treated as IPR&D under US GAAP have been treated as goodwill and acquired intellectual property under Irish GAAP. Under US GAAP, the expense arising from IPR&D was 6.0 million for 2000. This amount is included in goodwill under Irish GAAP and is being amortised. IPR&D expenses for 1999 and 1998 were .8 million and , 311.2 million, respectively. The difference in shareholders' equity between Irish and US GAAP, arising from IPR&D, was , 121.1 million as at 31 December 2000. Examples of infections that can be caused by exposure to health-care waste are listed in Table 3.1, together with the body fluids that are the usual vehicles of transmission. There is particular concern about infection with human immunodeficiency virus HIV ; and hepatitis viruses B and C, for which there is strong evidence of transmission via health-care waste. These viruses are generally transmitted through injuries from syringe needles contaminated by human blood. The existence in health-care establishments of bacteria resistant to antibiotics and chemical disinfectants may also contribute to the hazards created by poorly managed health-care waste. It has been demonstrated, for example, that plasmids from laboratory strains contained in healthcare waste were transferred to indigenous bacteria via the waste disposal system. Moreover, antibiotic-resistant Escherichia coli have been shown to survive in an activated sludge plant, although there does not seem to be significant transfer of this organism under normal conditions of wastewater disposal and treatment. We now turn to the substantive argument made by Gun Crazy about the appropriate interpretation of the Second Amendment. Such as it is, the argument is largely if not entirely semantic. A. A Makeweight Conception of the Second Amendment Gun Crazy dubs its perspective the "narrow individual right"310 view of the Amendment, "a narrow focus on the militia in defining the right to bear arms."311 It substitutes this terminology for the terms "collective right" or "states' right" which commentators on both sides have used to describe the same position on the Second Amendment, but to which Gun Crazy objects pg.1205 ; because, it claims, those terms fail to acknowledge the "narrow" position's individual right component.312 Regrettably, this is, at best, misleading, like so much else in Gun Crazy. A crucial implication of describing a thing as an "individual right" rather than a state prerogative is that the right protects choice by the individual or individual liberty in some form. But individual liberty is missing entirely from Gun Crazy's "narrow" individual right position. The militia system as it existed in the American colonies required: 1 ; every household to have a gun even if its members were exempt from militia service 2 ; all law-abiding, respectable men even those exempt from militia service ; to carry a gun at some or all times; and 3 ; many or most men to appear with their guns when called out for militia service.313 So what Gun Crazy apparently takes the Second Amendment to mean is simply that if the state compels individuals to own or carry arms as part of a militia system, the federal government cannot relieve them of that compulsion, confiscate their guns, or otherwise disable them from compliance with the state militia laws. Gun Crazy's calling this an "individual right" is mere lip service. The "right" Gun Crazy posits is actually the state's because it applies only to individuals acting at the behest of the state and is limited to the state's interest in preserving the group. To call this an individual right is as misleading as it would be to call it "freedom of religion" if the First Amendment meant no more than that Congress could not compel individuals to be Protestants if their state compelled them to be Catholics and restoril.
